Transportation Security Administration Administrator James Loy announces that “mandatory collective bargaining is not compatible with the flexibility required to wage a war against terrorism.” The American Federation of Government Employees filed a lawsuit the next day challenging the denial of bargaining rights to TSA baggage handlers and screeners.
